Political relations between Ukraine and Netherlands

The Kingdom of the Netherlands recognized Ukraine on December 31, 1991 alongside with other EU Member States. Diplomatic relations were established on 1 April 1992 by exchange of diplomatic notes. The Royal Netherlands Embassy was opened in Kyiv in autumn 1992 by Ambassador Robert Serry. The Embassy of Ukraine in the states of Benelux, covering also relations with the Netherlands was opened in Brussels in mid 1993 by Ambassador Volodymyr Vassylenko. The full-fledged diplomatic mission of Ukraine to the Kingdom of the Netherlands began its activities in The Hague in May 2002.

In March 1996 the first official visit to Ukraine of Dutch Prime Minister Wim Kok took place. The following visits contributed to the further development of bilateral political dialogue: visits of the President of Ukraine to the Netherlands (December 1999, July 2004), visits of Dutch Prime Minister J.P.Balkenende to Ukraine (April 2004, January 2005). 

High-level Dialogue

  • June 7-8, 2006 President of Ukraine makes a two-day official visit to the Kingdom of the Netherlands. During the visit, the President meets with the Queen of the Netherlands, Prime Minister of the Netherlands, Chairpersons and MPs of the Senate and the House of Representatives of the Netherlands, representatives of major companies, faculty and students of the University of Amsterdam, attends a ceremony of signing of bilaterl Ukrainian-Dutch documents.

  • May 19, 2008 Vice Prime Minister, Minister of Finance of the Netherlands meets the President of Ukraine, Vice Prime Minister and Minister of Finance of Ukraine in the framework of an annual meeting of the EBRD shareholders of in Kiev.

  • June 6-8, 2008 Vice Prime Minister of Ukraine makes a vsit to the Netherlands.

  • March 1-3, 2009 First Vice Prime Minister of Ukraine with a Ukrainian Government delegation makes a visit to the Netherlands . During the visit they meet with Vice Prime Minister of the Netherlands, Minister of Economy, Minister of International Trade and Minister for European Affairs.

  • May 7, 2009 President of Ukraine meets Prime Minister of the Netherlands at the Eastern PartnershipSummit in Prague.

  • October 5, 2009 Vice Prime Ministers of Ukraine and the Netherlands meet in the framework of the IMF and World Bank annual meeting in Turkey.

  • December 1, 2010 President of Ukraine and Prime Minister of the Netherlands meet in the framework of the OSCE Summit in Astana.

  • January 24, 2013 In the presence of the President of Ukraine and Prime Minister of the Netherlands the Agreement on shale gas production in Yuzivsky field is signed between Shell Exploration and Production Ukraine Investment BV, LLC "Nadra Yuzivsky" and the Government of Ukraine.

  • August 30, 2014 President of Ukraine meets with Prime Minister of the Netherlands on the sidelines of the European Council meeting in Brussels.

  • September 3, 2014 President of Ukraine meets with Prime Minister of the Netherlands in the framework of the NATO Summit Wales 2014.

  • January 21, 2015 President of Ukraine met Prime Minister of the Netherlands at the 45th annual meeting of the World Economic Forum in Davos.

  • February 12, 2015 President of Ukraine met Prime Minister of the Netherlands on the sidelines of the European Council meeting in Brussels.

  • May 21, 2015 at the Riga "Eastern Partnership" Summit, President of Ukraine met Prime Minister of the Netherlands tete-a-tete.

  • September 29, 2015 in the framework of the 70th Session of the UN General Assembly President of Ukraine had a meeting with HoDs of Australia, Belgium, Malaysia and the Netherlands that are members of the Joint Investigation Team into the MH17 tragedy, the Netherlands having been represented by the Prime Minister.

  • November 26-27, 2015 President of Ukraine was on a visit to the Netherlands. During the visit President of Ukraine had an audience with the King of the Netherlands Willem-Alexander, had meetings with Prime Minister of the Netherlands, President of the Senate and Chairperson of the Lower House of the Parliament of the Netherlands, Dutch MPs.

  • January 21, 2016 President of Ukraine and Prime Minister of the Netherlands met at the 46s annual meeting of the World Economic Forum in Davos.

  • March 31, 2016 President of Ukraine had a meeting with Prime Minister of the Netherlands at the Nuclear Security Summit in Washington.

  • May 23, 2016 President of Ukraine and Prime Minister of the Netherlands had a meeting at the World Humanitarian Summit in Istanbul.

  • July 9, 2016 - President of Ukraine met Prime Minister of the Netherlands at the NATO Summit in Warsaw.

  • January 19, 2017 - President of Ukraine and Prime Minister of the Netherlands met at the annual meeting of the World Economic Forum in Davos.

  • July 6-7, 2005 Minister of Foreign Affairs of the Netherlands makes a visit to Ukraine.

  • March 7-8, 2006 Minister for Foreign Affairs of Ukraine makes an Official visit to the Netherlands.

  • April 3-4, 2012 Minister for Foreign Affairs of Ukraine visits the Netherlands. During the visit, he meets with Minister of Foreign Affairs of the Netherlands, members of the Second Chamber of the Parliament, members of the Committee on Foreign Affairs. The Minister also visits the Organization for the Prohibition of Chemical Weapons the headquarters and the International Criminal Court.

  • March 6-7, 2013 Minister for Foreign Affairs of Ukraine makes a visit to the Netherlands at the invitation of the OSCE High Commissioner on National Minorities (HCNM) and Minister of Foreign Affairs of the Netherlands.

    Minister for Foreign Affairs of Ukraine as OSCE acting Head, takes part in the 20th anniversary of the HCNM in The Hague. As part of the visit to the Netherlands, Minister for Foreign Affairs of Ukraine meets with Minister of Foreign Affairs of the Netherlands, Diplomatic Adviser to Prime Minister of the Netherlands for European Affairs, holds numerous meetings with representatives of political parties in the Parliament of the Netherlands.

  • April 24-25, 2013 Minister of Foreign Affairs of the Netherlands makes a working visit to Ukraine together with his Danish, Lithuanian, and Polish colleague.

    During the visit, they meet President of Ukraine, Minister for Foreign Affairs of Ukraine, as well as Members of the Parliament of Ukraine and representatives of civil society and NGOs.

  • September 12-13, 2013 Prime Minister of Ukraine makes a visit to the Netherlands at the invitation of the Prime Minister of the Netherlands.

    During the visit, Prime Minister of Ukraine meets his Dutch colleague, Minister for Foreign Trade and Cooperation Development, Dutch businessmen, including from the Royal Duch Shell, Royal Philips Electronics" and Damen Shipyards Group, top management of leading agricultural enterprises of the Netherlands.

  • December 4-5, 2013 Minister of Foreign Affairs of the Netherlands makes a visit to Ukraine to take part in the OSCE Summit in Kyiv. During the visit, he meets with the Prime Minister of Ukraine and Minister for Foreign Affairs.

  • March 9-10, 2014 Minister of Foreign Affairs of the Netherlands visits Ukraine together with Foreign Ministers of the Benelux (Belgium, Netherlands and Luxembourg).

    During the visit they meet with the Verkhovna Rada of Ukraine Speaker and Acting President of Ukraine, Acting Minister for Foreign Affairs of Ukraine.

  • July 19, 2014 Minister of Foreign Affairs of the Netherlands makes a working visit to Ukraine.

  • July 23-24, 2014 Minister of Foreign Affairs of the Netherlands together with Foreign Minister of Australia visits Ukraine.

    During the visit, in the presence of the President of Ukraine, a Memorandum of Understanding is signed between the Ministry of Foreign Affairs of Ukraine and Ministry of Foreign Affairs of the Netherlands on the investigation of aviation accident with the civilian aircraft Malaysian Airlines flight MH17, which occurred July 17, 2014

    The visit showed the willingness of the parties to further develop a constructive cooperation both bilaterally and within international organizations, in particular, in the framework of the expert mission for repatriation of those lost in the Malaysian Airlines Boeing MH17 crash and the investigation of the disaster.

  • July 28, 2014 Minister of Foreign Affairs of the Netherlands together with Foreign Minister of Australia visits Ukraine.
  • August 21, 2014 Minister of Foreign Affairs of the Netherlands makes a working visit to Ukraine. During the visit he meet with Vice Prime Minister of Ukraine and Minister for Foreign Affairs of Ukraine.

  • November 7-8, 2014 Minister of Foreign Affairs of the Netherlands visits Ukraine with a Dutch Government delegation. The Dutch Foreign Minister visits Kyiv and Kharkiv, where he meets the Prime Minister of Ukraine, Minister for Foreign Affairs, Kharkiv Regional State Administration leadership.

  • April 16-17, 2015 Minister for Foreign Affairs of Ukraine Pavlo Klimkin visited the Netherlands to take part in Global Conference on CyberSpace 2015 (The Hague).

In the framework of the visit Minister Klimkin met with:

    • Minister of Foreign Affairs of the Netherlands Bert Koenders;
    • Minister of Security and Justice Ard van der Steur;
    • Members of the Foreign Affairs Committee of the House of Representatives of the Netherlands;
    • Members of the Committee on Foreign Affairs, Defence and Development of the Senate of the Netherlands;

  • September 8-9, 2015 Foreign Minister of Ukraine Pavlo Klimkin visited the Netherlands. During the visit, he had a bilateral meeting with Foreign Minister of the Netherlands Bert Koenders; International Criminal Court First Vice-President, Judge Joyce Aluoch and ICC Registrar Herman von Hebel; Secretary of the International Court of Justice  Philippe Couvreur and a protocol meeting with the ICJ President, Judge Ronny Abraham.

  • November 15, 2015 Foreign Minister of Ukraine Pavlo Klimkin met Minister of Foreign Affairs of the Netherlands Bert Koenders in the framework of his working visit to the Netherlands.

  • November 23, 2015 Minister of Foreign Affairs of the Netherlands Bert Koenders made a working visit to Ukraine on a delegation of Foreign Ministers of the Benelux. In the framework of the visit, the Ministers met with the Ukrainian President, Prime Minister, Foreign Minister and Speaker of the Verkhovna Rada of Ukraine.

  • March 15-17, 2016 Minister of Foreign Trade and Development of the Netherlands Lilianne Ploumen visited Ukraine.

  • March 21, 2016 Minister of Justice of Ukraine Pavlo Petrenko visited the Netherlands.

  • March 30, 2016 Ukrainian-Dutch Business Forum took place in the the Hague, attended by Minister of Finance of Ukraine Natalya Yaresko, Minister of Agrarian Policy and Food of Ukraine Oleksiy Pavlenko.

  • April 2-3, 2016 Foreign Minister of Ukraine Pavlo Klimkin visited the Netherlands, where he i.a. had a meeting with Foreign Minister of the Netherlands Bert Koenders.

  • October 26, 2016 Foreign Minister of Ukraine Pavlo Klimkin made a working visit to the Netherlands, during which he met with his Dutch colleague Bert Koenders, President of the Senate Ankie Broekers-Knol, Leader of the CDA faction in the Lower House of the Dutch Parliament Sybrand van Haersma Buma, Member of the Lower House (D66) Sjoerd Wiemer Sjoerdsma.

Parliamentary cooperation

March 28-31, 2014 Deputy Minister for Foreign Affairs - Chief of Staff meets with members of the Dutch parliamentary delegation led by Senator Van Kappen (People's Party for Freedom and Democracy, VVD) during their visit to Ukraine.

July 9, 2014 Dutch Parliament Secon Chamber MP, Foreign Affairs Spokesman of the ruling People's Party for Freedom and Democracy (VVD) Han Ten Broeke visits Ukraine. During the visit, he meets with Ukrainian Mps, First Deputy Minister for Foreign Affairs of Ukraine.

September 12, 2014 In Oslo (Norway) The Verkhovna Rada of Ukraine Speaker meets with Senate of the Netherlands President in the framework of the European Conference of Presidents of Parliaments.

March 2-3, 2016 Speaker of the Verkhovna Rada of Ukraine Volodymyr Groysmana visited the Netherlands. During the visit he met the Chairman of the Dutch Parliament Lower House Chairperson Khadija Arib, First Vice-president of the Senate Anne Flierman, members of the Foreign Affairs Committee of the Lower House and Committee on Foreign Affairs, Defence and Development of the Senate.

June 15-17, 2016 President of the Senate of the Dutch Parliament, Ms. Ankie Broekers-Knol made an official visit to Ukraine. During the visit she met President of Ukraine Petro Poroshenko, Speaker of the Verkhovna Rada Andriy Parubiy, Chairperson and members of the Verkhovna Rada Foreign Affairs Committee, First Deputy Chairperson of the Verkhovna Rada Committee on Legal Policy and Justice Leonid Yemets, Ffirst Vice Prime Minister - Minister of Economic Development and Trade of Ukraine Stepan Kubiv, Minister for Foreign Affairs of Ukraine Pavlo Klimkin.

The Netherlands continue to render technical assistance to Ukraine within the MATRA and Government-to-Government (G2G) programmes. The MATRA programme is focused on promotion of the civil society development in Ukraine, broadening of the social and cultural ties between Ukraine and the Netherlands. The G2G programme encompasses the wide range of projects in energy, ecological, financial, customs spheres, including in the context of studying and application of the relevant EU and Dutch experience and preparation to hold the EURO-2012 in Ukraine.

The positive dynamics of relations is characteristic for the cooperation between Ukraine and the Netherlands in the framework of the international fora – UN and its specialized agencies, OSCE, international financial institutions.

The Memorandum of Understanding on cooperation in the preparation of the OSCE Chairmanship of Ukraine 2013 between the Ministry of Foreign Affairs of Ukraine and the Institute of International relations Clingendael was signed in April 2012. This Memorandum is aimed at promoting the cooperation in the field of experiences’ exchange and organizing training courses and seminars for Ukrainian experts who will be involved in the OSCE Chairmanship of Ukraine in 2013. According to the Memorandum the 5-days Training Seminar was held in April 2012 in the Clingendael Institute (The Hague) as well as 1-day Training Seminar was held in October 2012 in Kyiv on preparation of Ukrainian experts for the OSCE Chairmanship of Ukraine 2013.
