Statement regarding investigation of MH17 tragedy

The Official position of the Government of Ukraine has always been not to recognize representatives of the so called DNR and LNR, not to have any legal relations with them and not to have any direct political negotiations with them. All the contacts with the separatists are maintained solely through the OSCE and the Trilateral Contact Group, and are aimed at the separatists' compliance with the agreements reached in Minsk on September 5, 2014. Thus, we have always called on our friends and partners, and the call remains true, to maintain exactly this form of communication with the separatists, including in the framework of the ongoing international investigation of circumstances of Malaysia Airlines flight MH17 tragedy.

We would like to especially emphasize that during the whole time since the tragedy the area where the plane wreckage lies has been under control of the separatists. It were the separatists, who have numerous times denied investigators access to the crash site, have been shelling the crash site, manipulating evidence, engaging in looting.

That is why all the contacts with Donetsk and Luhansk in the first hours after the disaster and later on have been maintained through the Trilateral Contact Group and the OSCE. Thus, there should be no grounds for deliberate speculation and confusion of concepts of indirect contacts and direct political negotiations.

Since the first day of this horrific disaster and later on, when the lead in investigation was officially transferred to the Netherlands, the Ukrainian Government has been providing all support to the investigators working at the territory of Ukraine. Only the reestablishment of full control over the crash site area by the Government of Ukraine can ensure a normal work of the investigation team and the collection of all the remaining evidence.

Minister of Foreign Affairs of Ukraine Pavlo Klimkin maintains a continuous dialogue with Minister of Foreign Affairs of the Netherlands Bert Koenders and is ready to discuss this subject with him in detail during Mr.Koenders's foreseen visit to Kyiv in short time.
