Andrii Kostin was born on April 17, 1973, in Odesa.
In 1995, he graduated from Odesa I.I. Mechnikov National University with a degree in Law.
He worked as a lawyer and attorney in several law firms and associations.
From 2016 to 2019, he served as Deputy Head of the Bar Council of the Odesa Region.
In 2019, he was elected as a Member of Parliament to the Verkhovna Rada of Ukraine of the 9th convocation.
He served as Deputy Chair of the Verkhovna Rada Committee on Legal Policy and as Chair of the Subcommittee on the Execution of Judgments of the European Court of Human Rights and Alternative Dispute Resolution of the Committee on Legal Policy.
From 2020 to 2022, he was Chair of the Verkhovna Rada Committee on Legal Policy.
From 2022 to 2024, he served as the Prosecutor General of Ukraine.
By Presidential Decrees No. 212/2025 and No. 213/2025 dated April 7, 2025, he was appointed as the Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of the Netherlands and the Permanent Representative of Ukraine to the Organisation for the Prohibition of Chemical Weapons.
He is fluent in Ukrainian and English.
