Statement of the Verkhovna Rada of Ukraine on combating the spread of the Russian Federation-supported international terrorism

 Ukraine faced one of the most complex and difficult types of terrorism — the one that is exported from a neighboring state.  

 Since the beginning of restoration of independence in 1991, Ukraine has been facilitating with its own example the process of demilitarization of the European continent, i.a. by giving up nuclear weapons and gradually reducing its armed forces. Since the restoration of independence, Ukraine has never resorted to an aggressive action against its neighbors and has been consistent in its peaceful foreign policy. Ukraine believed that the guarantee of its independence and territorial integrity was international law, which has formed in the aftermath of World War II based on the lessons learned from combating the aggressive Nazism.

But as it turned out, not everyone learns from the historical mistakes. On February 3, 2014 Ukraine experienced aggression of one of the state-guarantors of our independence and territorial integrity. After occupying two Ukrainian regions: the Autonomous Republic of Crimea and the city of Sevastopol Russia has started actively destabilizing the situation in the southern and eastern regions of Ukraine. When Russia saw no support for these actions among Ukrainian citizens in the east and south of Ukraine, the leadership of the Russian Federation moved on to waging the war of terror against Ukraine.

Typical for this war is a complete disregard for international law and no respect for the value of human life. Ukraine and the world have learned that the killing of civilians, torture, kidnapping for ransom or transportation to Russia and illegal detention there, as it happened to Nadiia Savchenko, is ordinary for the Russian Federation-supported mercenaries.

The terrorists do not hesitate to massacre Ukrainian civilians, hunt down people who speak the Ukrainian language or those, who are Jews or Roma.

On July 17 this year, the Russian Federation-sponsored terrorism went beyond the borders of Ukraine. The Russia-supported terrorists have killed 298 foreign nationals who flew the Malaysian Airlines plane. This crime is on a par with the destruction of a civil aircraft over Lockerbie, the attacks of September 11, 2001 and other crimes against humanity.

If those who carry the ideology of hatred are not immediately stopped, these innocent victims may not be the last. Terrorists and dictators do not stop by themselves.

The terrorists were repeatedly and brutally violating the ceasefire announced by the President Ukraine, continuing their attacks on Ukrainian security forces and civilians.

The Ukrainian people, the Armed Forces of Ukraine, the Ukraine National Guard, territorial defense units, all the patriots of Ukraine who speak different languages, go to different churches, are now fighting courageously under the blue and yellow flag to fend off the aggression of the terrorists. But the Russian Federation's support for the terrorists with mercenaries, weapons, and in recent days with the direct use of the Russian troops' weapons against the Ukrainian military continues the war and prevents peace. It threatens the security and stability of the entire European continent and the world.

The Verkhovna Rada of Ukraine appeals to all nations of the world to unite against the Russia-backed terrorism.

The Verkhovna Rada calls upon the Parliaments and Governments of the world to recognize the so-called "Donetsk People's Republic", "Lugansk People's Republic" and other similar formations as terrorist organizations, as well as to make every national and international effort for it to happen globally.

The Verkhovna Rada calls on the EU, the U.S. and other nations who are building a world of peace, democracy and humane values to take urgent and effective measures of economic, political, and diplomatic pressure on the Russian Federation, which is a country that threatens the security of modern Europe and the world, to make it withdrawal Russian troops from Ukraine and stop the flow of mercenaries, weapons, equipment and other supplies to the terrorists, as well as to release
