From 12 to 15 May, The Hague hosted the second session of the Intergovernmental Negotiation Committee on an international treaty to establish a Claims Commission for Ukraine. The event was jointly organized by the Register of Damage for Ukraine, the Ministry of Foreign Affairs of the Netherlands, and the Ministry of Foreign Affairs of Ukraine. The Ukrainian delegation was led by Ms. Iryna Mudra, Deputy Head of the Office of the President of Ukraine.
Participants continued in-depth discussions on the draft text of the international treaty, addressing issues related to the structure, composition, and financing of the future Commission.
In her address, Iryna Mudra emphasized:
“Compensation for damages is not merely an act of moral restitution — it is a strategic imperative for securing lasting peace and global stability”.
The next meeting of the Committee is scheduled for July 2025.
The Claims Commission for Ukraine will become the second essential component of the international compensation mechanism. It will adjudicate claims submitted to the Register of Damage caused by the Russian Federation’s aggression against Ukraine and determine compensation amounts for affected individuals and entities.
